Experience

Prior to founding McKinney Associates consultancy in 1993, worked for eleven years with McDonnell Douglas Space & Defense Systems as senior technical analyst for system concept synthesis, design, optimization, performance assessment and mission analyses on space and strategic systems. Significant work on sensitive/classified projects while at McDonnell Douglas and since. Technical and policy involvement with every major US space transportation development program since 1982.

Nationally-published commentator on politics, economics, public policy, science and technology. Commentary and op-eds published in the Orange County Register, Los Angeles Times, Detroit News, Houston Post, St. Louis Post-Dispatch, National Review, California Political Review and other publications.

Supported various federal government agencies and the U.S. Congress on public policy, political, environmental and regulatory issues. Testified to and assisted US House Science and Committee and Cox Commission investigating transfer of critical aerospace technology to communist China by U.S. companies.

Received McDonnell Douglas Golden Eagle Award in May 1993 for outstanding effort in supporting the Neutral Particle Beam Space Experiment, McDonnell Douglas' highest performance award for individuals and/or groups.
